About the programme
Azerbaijan’s programme for studying at leading foreign universities at the state’s expense, running until 2028 with up to 500 places a year. You need an offer from a programme on the ministry’s list before you apply. The 2026–2027 list had 4,121 programmes at 231 universities in 33 countries, in 15 priority fields. That year 500 students won places: 125 for bachelor’s, 353 for master’s and 22 for PhD.

- Eligibility
- Citizens of Azerbaijan with an offer from a programme on the ministry’s list. Olympiad and competition winners get priority for bachelor’s places, and strong bachelor’s graduates for master’s places.
