Citizens of Azerbaijan enter Belarus without a visa, but a semester runs past the 90-day limit, so BSUIR’s office for foreign students helps you register and file for a temporary residence permit once you arrive. Most Belarusian banks do not accept cards issued abroad, so students live on cash changed at a bank until a local card arrives, and nearly everything runs in Russian. Several governments advise against travel to Belarus; read your own government’s advice before you commit.

Visa-free entryEssential
Entry without a visa for citizens of Azerbaijan
Before departure
Why you need it: You fly in on your Azerbaijani passport with no visa, but visa-free stay is capped at 90 days a year, which a semester exceeds.
Check your passport stays valid well beyond June 2027: BSUIR asks to be told six months before a passport expires
Buy Belarusian medical insurance before you fly (see Medical insurance)
Fly direct to Minsk where you can
Before you rely on itFor citizens of Azerbaijan: no visa is needed, but Belarusian law treats a visa-free visitor as staying at most 90 days in a calendar year, so the residence permit is what covers the rest of the semester. Routing through Russia brings its own entry rules and means registering in person; fly direct where you can. Other nationalities: check the Belarusian MFA list; many need a visa.
Registering your address within ten days of arrival
On arrival
Why you need it: Every foreigner must be registered at the place they actually stay within ten calendar days of arrival; for BSUIR students the university’s office for foreign citizens handles it.

Compulsory medical insuranceEssential
The emergency health cover every foreigner must hold
Before departure
Why you need it: You can be refused entry without it, BSUIR reminds students to show it at the airport each time they re-enter, and it pays for emergency care.

Buy a Belgosstrakh policy online for the full stay (Eximgarant also sells one), or a foreign policy covering at least €10,000 in Belarus
Print it and carry it through the border at Minsk airport
Ask BSUIR whether it wants its own policy bought at the admissions office instead
Before you rely on itFor citizens of Azerbaijan: Azerbaijan is not on Belgosstrakh’s list of exempt countries, so you need a policy. A foreign policy must name you and the insurer and run for your whole stay. It covers emergency care only; the clinic checks BSUIR requires are paid separately.

Culture & practical tips
Minsk is orderly and quiet in public; rules on photography, politics online and registration are enforced, so learn them early.
01Do not photograph police or state buildings
Photographing police, soldiers, government buildings or infrastructure is illegal, and there may be no sign telling you so. Ask before you point a camera at anything official.
02Be careful what you share online
Belarus lists many websites and channels as extremist, and reposting or even storing their material is an offence. Do not join, forward or comment on political content while you are there.
03Cross at the crossing
Police fine jaywalking, and drivers expect pedestrians to wait for the green light even on an empty street.
04Cash first, card later
Expect your Azerbaijani card to be refused. Carry roubles in small notes for the bus, the market and the first weeks, and keep a dollar or euro reserve.
05Tell the office before you travel
Leaving Belarus mid-semester means telling BSUIR two weeks ahead, carrying valid insurance, and a new health screening within ten days of coming back.
06Two languages on the signs
Metro station names and many signs are in Belarusian, while almost everyone speaks Russian. The two look alike but are spelt differently, so match addresses letter by letter.
07Dry dorms, quiet streets
Smoking and alcohol are banned in BSUIR dormitories, and public drinking is frowned on. Minsk is orderly and quiet at night; keep that pace.
08February is deep winter
The spring semester starts in the cold: expect snow and sub-zero days into March. Bring a proper coat and boots, or buy them in your first week.
Your checklist.
Tick things off as you go. Your ticks stay in this browser; nothing is sent anywhere.
